State Incentives for Renewable Energy
State-by-state policies for alternative fuel and vehicle incentives can be found at the U.S. Department of Energy’s Alternative Fuels Date Center.
Golden Valley Electric Association – Sustainable Natural Alternative Power (SNAP) Program includes: solar thermal electric, photovoltaics (PV), wind, and biomass. Applicable sectors: commercial, industrial, residential, nonprofit, schools, agricultural, institutional, GVEA customers. The maximum incentive is $1.50/kWh at a maximum capacity of 25kW. For SNAP, there is a one-time connection fee of $100, a one-time records fee of $10, and a monthly meter fee of $3.65.
Personal deduction: Wood-Burning Heating System Deduction and a production incentive for TVA: Green Power Switch Generation Partners Program. The State Grant Program is Biomass Energy Program and the State Loan Program is the Local Government Energy Loan Program. Utility Loan Programs include:

Alabama building codes: applicable sectors are commercial and residential. There is no set schedule for the code change cycle. The Alabama Building Energy Conservation Code (ABECC) is mandatory for state government buildings.
There is a Corporate Tax Credit for Non-Residential Solar & Wind Renewables. Eligible Renewables include: Passive Solar Space Heat, Solar Water Heat, Solar Space Heat, Solar Thermal Electric, Solar Thermal Process Heat, Photovaltaics, Wind, Solar Cooling, Solar Pool Heating, and Daylighting. Applicable sectors are: commercial, industrial, nonprofit, schools, local government, state government, tribal government, federal government, agricultural, and institutional.
The amount is 10% of installed cost, and the maximum incentive is $25,000 for any one building in the same year and $50,000 in total credits in any year.
Financial incentives include the State Loan Program, Small Business Revolving Loan Fund, and the Utility Loan Programs:

Leasing/Lease Purchases can be made for Santa Clara Water & Sewers in the Solar Water Heating Program. There is a Local Grant Program for Santa Monica’s Green Building Grant Program and a Local Loan Program for the Santa Monica’s Solar Santa Monica Program.
Personal deductions can be made for Interest on Loans for Energy Efficiency. Eligible Efficiency technologies include: lighting, chillers, furnaces, boilers, heat pumps, air conditioners, caulking/weather-stripping, duct/air-sealing, building insulation, windows, custom/others pending approval, and advanced metering. Eligible renewables include: solar water heat, solar space heat, photovoltaics, and daylighting. Only residential housing is considered applicable for the deduction.
The Clean Energy Fund: New Energy Economic Development is for Colorado industry recruitment. Local Grant Programs include the Aspen: Grid-Tied Micro Hydro Grant and the Local Loan Program, Aspen: Solar Power Pioneer Loan Program.
Local Rebates include: Aspen: Energy Efficient Appliance Program ($75-$150 potential rebate) and Aspen’s Solar Pioneer Rebate Program ($1,000-$2,000 for solar hot water). In order to collect a rebate for the Solar Pioneer Program, one must be a full-time resident of the Roaring Fork Valley. Residents can participate in a loan program, or a rebate program, but not both.
Connecticut
Industry support includes CCEF: Operational Demonstration Program and OPM: New Energy Technology Program. Property Tax Exemption includes passive solar space heat, solar water heat, solar space heat, photovoltaics, landfill gas, wind, biomass, hydroelectric, fuel cells, geothermal heat pumps, CHP/Cogeneration, tidal energy, wave energy, ocean thermal. Applicable sectors include: commercial, industrial, multi-family residential, and agricultural. There is 100% exemption for renewable energy property.
State Loan Program: CHIF: Energy Conservation Loan and DPUC: Low-Interest Loans for Customer-Side Distributed Resources. State Rebate Program: CCEF: Solar PV rebate Program and OPM: Replacement Furnace Rebate Program.
Washington D.C.
State Grant Program: Renewable Energy Demonstration Project (REDP). The Public Benefits Fund is the Reliable Energy Trust Fund. Washington D.C.’s Renewables Portfolio Standard includes solar thermal electric, photovoltaics, landfill gas, wind, biomass, hydroelectric, geothermal electric, fuel cells, municipal solid waste, cofiring, tidal energy, wave energy, and ocean thermal. D.C. hopes to have the standard at 11% renewables by 2022.
Delaware
State Grant Program: Research and Development and Technology and Demonstration. The state rebate program is the Green Energy Program Incentives, which includes solar water heat, solar space heat, photovoltaics, wind, geothermal heat pumps, and fuel cells using renewable fuels. The incentive amount is up to 50% of installation costs. The systems must be installed by a Delaware participating contractor and carry a full five-year warranty.
Florida
Corporate Tax Credits: Renewable Energy Production Tax Credit and the Renewable Energy Technologies Investment Tax Credit. Florida also offers the Solar Water Heating Program.
Sales Tax Exemption: Renewable Energy Equipment Sales Tax Exemption.
State Grant Program: Florida Farm to Fuel Grants Program and Renewable Energy Technologies Grants Program.
State Rebate Program: Solar Energy System Incentives Program, which includes an incentive of $500 for residential solar water heaters, $15 per 1,000 BT for non-residential and multi-family, and $100 for solar pool heaters. The maximum incentives are $20,000 for residential and $100,000 for non-residential. Solar water heaters maximum residential is $500 and $5,000 for non-residential and multi-family. The maximum incentive for solar pool heaters is $100. State-licensed electrical or solar contractors must install renewable technologies.
Georgia
State rebate programs include: Coweta-Fayette EMC: Geosystem Rebate Progam (up to $1,000 per residential geothermal heat pump system,) Diverse Power: Energy Efficient Rebates, and Walton EMC: Residential Energy Efficiency Rebate Programs ($200 per residential geothermal heat pump).
Hawaii
Personal Tax Credits are available for Solar and Wind Energy for commercial, residential, and multi-family residential properties. Eligible renewables include: solar water heat, solar space heat, solar thermal electric, PV, and wind. Residents can receive up to 35% of the amount for PV and 30% for wind.
Idaho
Idaho includes the potential for a personal deduction with the Residential Alternative Energy Tax Deduction. The deduction is for residential property, and includes: passive solar space heat, solar water heat, solar space heat, photovoltaics, wind, biomass, and geothermal heat pumps. The maximum amount is 5,000 per year, and up to $20,000 for the total deduction.
Sales Tax Exemption is available with the Renewable Energy Equipment Sales Tax Refund.
Illinois
Special Assessment for Solar Energy Systems includes passive solar space heat, solar water heat, solar space heat, and photovoltaics, and is applicable for commercial, industrial, and residential. There is no max limit.
Illinois provides several State Grant Programs, including: Biogass and Biomass to Energy Grant Program, Solar Thermal Grant Program, and the Wind Energy Production Development Program.
Biogas and Biomass Program Maximum Amount (in Feasibility Studies): $2,500
Biogas to Energy Systems: $225,000
Biomass to Energy Systems: $500,000
Solar Thermal Grant Program Maximum Amount: $400,000, but this can be waved for specific projects.
Wind Energy Production Development Program: $25,000, but this amount can be waved.
Indiana
Property Tax Exemption includes: solar water heat, solar space heat, hydroelectric, geothermal electric and geothermal heat pumps for commercial, industrial, and residential. There is no max limit.
Iowa
Property Tax Exemption includes: Methane Gas Conversion Property Tax Exemption (landfill gas and biomass) and the Property Tax Exemption for Renewable Energy Systems (passive solar space heat, solar water heat, solar space heat, solar thermal electric, photovoltaics, and wind).
Tax exemption is offered for wind and solar energy equipment for renewable technology like: solar water heat, solar space heat, solar thermal electric, solar thermal process heat, photovoltaics, wind, and solar pool heating.
Kansas
Rather than create an automatic right to sunlight, Kansas’s solar easement allows parties to voluntarily enter into solar easement contracts that include renewable technologies for passive solar space heat, solar water heat, solar space heat, solar thermal electric, solar thermal process heat, photovoltaics, and solar pool heating.
Kentucky
Rebate programs include:
- Kenergy: Residential Energy Efficiency ($700-$900 for heat pumps, $90 for dual fuel, $900 for geothermal system, $300 for electric water heater
- Nolin RECC: Residential Energy Efficiency ($900 for geothermal heat pumps in new homes, $500 for geothermal pumps in existing homes, $500 for heat pumps in new homes, $300 for heat pumps in existing homes, $600 for windows and door insulation)
- Owen Electric: $300 for geothermal heat pumps, $100 for water heater, $100 for air source heat pump.
- Salt River Electric: $200 for water heaters, $750 for geothermal heating system, $300 for Energy Star Home
- South Kentucky RECC
Louisiana
Corporate Tax Credits are available for Solar and Wind Energy Systems on Properties for the following renewable technologies: solar water heat, solar space heat, photovoltaics, and wind. The corporate tax can be applied to residential and multi-family residential properties. The return amount can be up to 50% of the first $25,000 of the cost.
Maine
State Grant Program: Voluntary Renewable Resources Grant, including: solar thermal electric, photovoltaics, wind, biomass, hydroelectric, geothermal electric, fuel cells, municipal solid waste, and tidal energy. Maximum amount is $50,000 or 50% of the project cost.
State Rebate Program includes solar water heat, solar space heat, and photovoltaics. The maximum incentive is $7,000 for photovoltaics and $1,250 for solar-thermal systems.
Maryland
State rebate programs include Geothermal Heat Pump Rebate (up to 1,000) and the Solar Energy Grant Program ($3,000 for residential photovoltaics, $5,000 for non-residential PV, and $2,000 for solar water heating).
Massachusetts
Massachusetts offers a personal deduction for Alternative Energy and Energy Conservation Patent Exemption, which includes: passive solar space heat, solar water heat, solar space heat, solar thermal electric, solar thermal process heat, PV, wind, biomass, hydroelectric, renewable transportation fuels, geothermal electric, fuel cells, geothermal heat pumps, and municipal solid waste. Massachusetts offers a 100% deduction on efficient technology.
Michigan
Property tax exemption includes the Alternative Energy Personal Property Tax Exemption for solar water heat, solar space heat, solar thermal electric, solar thermal process heat, PV, wind, biomass, renewable transportation fuels, renewable fuel vehicles, fuel cells, CHP/Cogeneration, miniturbines, stirling engines, hybrid vehicles, batteries, storage, thermoelectric energy, solar pool heating, anaerobic digestion, renewable fuels, and microturbines. Applicable sectors are commercial and industrial only.
Minnesota
State of Minnesota Solar-Electric (PV) Rebate Program is for commercial, residential, nonprofit, schools, local government, tribal government, and all other grid-connected electric customers. It includes only photovoltaics. The incentive amount is $2 per watt, and the maximum incentive is $20,000 per system.
Mississippi
Utility Rebate Programs are available from the Coast Electric Power Association ($300-$500 for geothermal heat pumps,) Pearl River Valley Electric Power Association ($200-$500 for geothermal heat pumps,) and the Southern Pine Electric Power Association ($300 for Comfort Advantage Home with one heat pump system, $150 for one additional pump for a maximum of $450).
Missouri
The state energy loan program is for schools, local government, institutional, public hospitals, and water treatment facilities, and includes: lighting, air-conditioners, building insulation, and windows. The maximum amount varies.
Montana
Property tax exemption includes: Generation Facility Corporate Tax and the Renewable Energy Systems Exemption. Generation Facility Corporate Tax is for the commercial and industrial sectors, and includes solar thermal electric, PV, landfill gas, wind, biomass, geothermal electric, small hydroelectric, and fuel cells. The Renewable Energy Systems Exemption is for commercial, industrial, residential, multi-family residential, and agricultural. It’s available for passive solar space heat, solar water heat, solar space heat, solar thermal electric, solar geothermal heat pumps, municipal solid waste, solar pool heating, anaerobic digestion, small hydroelectric, and fuel cells. The maximum limit is $20,000 for a single family, and $100,000 for multi-family and nonresidential.
Nebraska
Nebraska offers a personal tax credit for homes utilizing solar thermal electric, PV, landfill gas, wind, hydroelectric, geothermal electric technologies, fuel cells, and anaerobic digestion. Credits are available for a 10-year period:
- $.00075/kWh for electricity generate through 9/30/07
- $.001kWh from 10/1/07-12/32/09
- $.00075kWh from 1/1/10-12/31/12
- $.0005kWh from 1/1/13-12/31/17
Nevada
Property Tax Exemption includes the Property Tax Abatement for Green Buildings and the Renewable Energy Producers Property Tax Abatement.
- Property Tax Abatement for Commercial and Industrial Green Buildings: passive solar space heat, solar water heat, PV, landfill gas, wind, biomass, geothermal electric, daylighting, anaerobic digestion, and small hydroelectric. There are three amount levels: Silver (25% of the property tax payable each year,) Gold (30%), and Platinum (35%).
- Renewable Energy Producers Property Tax Abatement for Commercial and Utility includes: solar thermal electric, PV, landfill gas, wind, biomass, municipal sold waste, and anaerobic digestion.
The state rebate program is the SolarGenerations PV Rebate Program, and only includes PV. It’s for commercial, residential, nonprofit, schools, local government, state government, and other public buildings. The incentive amount is $5 per Watt for schools and public and other property. For residential and small business, it’s $2.50 per Watt.
New Hampshire
New Hampshire has many utility rebate programs, a few of which are the KeySpan Energy Delivery, the National Grid, and the New Hampshire Electric Co-Op.
- KeySpan offers rebates for commercial and residential. The commercial incentive is up to $6,000 for heating. The residential rebate is for up to $500 for heating.
- National Grid is for commercial and residential. The incentive for commercial ranges from schools and new buildings (75% of the costs) to existing buildings (45%) to small businesses (80% of equipment installation cost).
- NH Electric Co-op is for Commercial, residential, and small businesses. Incentives range from 35% of installation costs for commercial and industrial to residential incentives, like: $20 for Energy Star air-conditioner, $15 per lighting fixture, up to $2,500 for Energy Star Home, $2,000 for High-efficiency heat pump, and $1,200 for geothermal heat pump.
New Jersey
State Rebate Programs include:
- COOLAdvantage: Residential: Heat pumps and air-conditioners. Cental AC: $300-$400. Heat Pumps: $350-$450.
- ENERGY STAR Homes: Installers and contractors for washers, dryers, lighting, furnaces, boilers, heat pumps, and air-conditioners. $2,900 for incentives.
- NJ Clean Energy Rebate: Commercial, residential, nonprofit, schools, and institutions for PV, landfill gas, wind, biomass, anaerobic digestion, and fuel cells. Incentive amounts are $.15-$4.10/W. Maximum incentives are 60% of the eligible costs for fuel cells and biomass up to 10kW and 30% for fuel cells and sustainable biomass greater than 10kW. Win energy systems are 120% of the estimated system performance.
- NJ Comfort Partners: for low-income residential at no cost to the recipient. The overall program budget is $25.5 million.
- NJ SmartStart Buildings: Commercial, industrial, schools, local government, state government, agricultural, and institutional for water heaters, lighting, lighting controls/sensors, chillers, boilers, heat pumps, air-conditioners, motors, and motor-ASDs/VSDs. The maximum incentive may be $200,000 per customer.
- WARMAdvantage: Residential for water heaters, furnaces, and boilers. Incentive amounts range from $50 to $400.
New Mexico
Personal Tax Credits are available for the Renewable Energy Production Tax Credit, the Solar Market Development Tax Credit, and the Sustainable Building Tax Credit.
- Renewable Energy Production Tax Credit: Available for commercial, industrial, residential, and agricultural, including: solar thermal electric, PV, landfill gas, wind, biomass, municipal solid waste, and anaerobic digestion. Maximum incentive: $4,000,000/year for the first 400,000 MWh annually for 10 years,) solar electric is capped at 200,000 MWh annually for 10 years.
- Solar Market Development Tax Credit: for commercial, residential, and agricultural with solar water heat, solar space heat, solar thermal process heat, PV, and solar space cooling. Maximum incentive is $9,000.
- Sustainable Building Tax Credit for commercial, residential, and multi-family residential. Includes: passive solar space heat, solar water heat, solar space heat, PV, wind, and daylighting technologies.
New York
Personal tax credits include the Green Building Tax Credit Program and the Solar and Fuel Cell Tax Credit.
- Green Building Tax Credit Program: Commercial, construction, multi-family residential for passive solar space heat, solar water heat, solar space heat, PV, fuel cells, and daylighting. The maximum incentive is $2 million per building.
- Solar and Fuel Cell Tax Credit: Residential, Multi-family residential for solar water heat, solar space heat, PV, and fuel cells. The maximum incentive is $5,000 for solar-energy and $1,500 for fuel cells.
North Carolina
North Carolina offers a personal tax credit for commercial, residential, and multi-family residential. Eligible renewables include: passive solar space heat, solar water heat, solar space heat, solar thermal electric, solar thermal process heat, PV, wind, biomass, hydroelectric, renewable transportation fuels, spent pulping liquor, solar pool heating, daylighting, ethanol, methanol, and biodiesel.
Maximum incentives range between $1,400 and $10,500, depending on the used technology.
North Dakota
The personal tax credit is for residential and includes passive solar space heat, solar water heat, solar space heat, solar thermal electric, solar thermal process heat, PV, landfill gas, wind, biomass, geothermal electric, geothermal heat pumps, anaerobic digestion, and renewable fuels. The maximum incentive is not specified.
Ohio
Ohio offers property tax exemption for green buildings in Cincinnati. Applicable sectors are commercial, industrial, residential, and multi-family residential, and include: passive solar space heat, solar water heat, solar space heat, PV, wind, and daylighting technologies. The maximum incentive is $500,000. All buildings must achieve LEED certification. Qualifying buildings enjoy 100% tax abatement.
Oklahoma
Oklahoma offers a corporate tax credit: Zero-Emission Facilities Production Tax Credit and a rebate program through Edmond Electric.
- Zero-Emission Facilities Production: solar thermal electric, PV, wind, hydroelectric, and geothermal electric technologies. The maximum incentive is not specified.
- Edmond Electric residential and multi-family residential heat pump rebate program offers incentives in the amounts of $100 per ton or $150 per ton, depending on the efficiency rating, and $50 for the purchased heat pump, along with an additional $10 for additional pumps installed by builders and developers.
Oregon
The Residential Energy Tax Credit is for washers, dryers, dishwashers, refrigerators, freezers, water heaters, furnaces, boilers, heat pumps, air-conditioners, heat recovery, duct/air-sealing, passive solar space heat, solar water heat, solar space heat, PV, wind, biomass, renewable fuel vehicles, fuel cells, geothermal heat pumps, and refueling stations. Maximum incentives include $1,000 for energy efficient appliances, $300 or 25% (whichever is less) for any Premium Efficiency Biomass Combustion Device, $1,500 for all other appliances, though the cap is $6,000.
Pennsylvania
Tax exemption includes wind-energy systems for commercial, industrial, residential, and agricultural. There is no maximum incentive.
Pennsylvania has several local loan programs, including:
- Metropolitan Edison Company SEF Loans: commercial, industrial, residential, nonprofit, schools, local government, Metropolitan Edison, for passive solar space heat, solar water heat, solar space heat, solar thermal electric, solar thermal process heat, PV, landfill gas, wind, biomass, hydroelectric, fuel cells, municipal solid waste, CHP/Cogeneration. Maximum limit: $500,000.
- Penelec SEF of the Community Foundation for the Allghenies Loan Program: commercial, industrial, residential, nonprofit, schools, Penelec Service Territory of FirstEnergy, which includes: passive solar heat, solar water heat, solar space heat, solar thermal electric, solar thermal process heat, PV, landfill gas, wind, biomass, hydroelectric, fuel cells, and CHP/Cogeneration.
- SEF of Central Eastern PA Loan Program: commercial, industrial, nonprofit, local government, and state government for solar water heat, solar space heat, solar thermal electric, PV, landfill gas, wind, biomass, hydroelectric, fuel cells, CHP/Cogeneration, and other distributed generation technologies.
- Sustainable Development Fund Commercial Financing Program: commercial, industrial, nonprofit, PECO Service Territory for lighting, chillers, boilers, heat pumps, and air-conditioners. Maximums range from $25,000 to $250,000.
- West Penn Power SEF Commercial Loan Program: commercial, industrial, transportation, construction, retail supplier, West Penn Power Service Territory for solar water heat, solar space heat, solar thermal electric, solar thermal process heat, PV, landfill gas, wind, biomass, hydroelectric, fuel cells, and CHP/Cogeneration.
Rhode Island
Property tax exemption includes solar water heat, solar space heat, PV, wind, biomass, and small hydroelectric for residential properties.
South Carolina
A personal tax credit for solar energy is available for solar water heat, solar space heat, PV, and solar cooling in commercial and residential property. The maximum incentive is $3,500 or 50% of the taxpayer’s tax liability (whichever is less).
South Dakota
South Dakota offers tax exemption for commercial and residential property. The Large Commercial Wind Exemption and Alternative Taxes for commercial property include wind technology. The Property Tax Exemption is for commercial, industrial, residential, and agricultural and includes: passive solar space heat, solar water heat, solar space heat, solar thermal process heat, PV, landfill gas, wind, biomass, geothermal electric, geothermal heat pumps, and ethanol.
Tennessee
Property tax exemption exists for wind energy systems on commercial and industrial property. Many counties provide utility loan programs for heat pumps and water heaters. There are also many utility rebate programs for pumps and heaters.
Texas
Sales tax exemptions include the Memorial Day Weekend Sales Tax Holiday for Energy-Efficient Products, which applies to the general public and consumers, and includes: dishwashers, dehumidifiers, lighting, air-conditioners, programmable thermostats, clothes washers, and ceiling fans. Maximum incentives include air-conditioners with sale prices of less than $6,000, refrigerators with sale prices of less than $2,000, and no limit on total purchases.
Texas includes a property tax exemption for commercial, industrial, and residential properties that contain passive solar space heat, solar water heat, solar space heat, solar thermal electric, solar thermal process heat, PV, wind, biomass, storage technologies, solar pool heating, and anaerobic digestion.
Utah
The personal sales tax credit is for commercial, residential, and multi-family residential, and includes: passive solar space heat, solar water heat, solar space heat, solar thermal electric, solar thermal process heat, PV, landfill gas, wind, biomass, hydroelectric, geothermal electric, geothermal heat pumps, direct-use geothermal, and anaerobic digestion. Maximum incentives include up to $2,000 for residential and commercial wind, geothermal electric, and biomass systems 660 kW or greater have no limit. Other commercial systems have maximum incentives of up to $50,000.
Vermont
